The only Zachariah Mobley I now find is listed as a son of William Mobley, who was a son of Clement Mobley, and grandson of Edward Mobley. He would seem to be too early for the 1813 date you show.

William Mobley was born ca 1756 in Fairfield District, South Carolina. He died ca 1807. William Mobley married ca 1786, Nancy Coleman, sister of Fanny Coleman and daughter of Robert Coleman and Nancy Mathis. They had eight children:
1. Larkin Mobley married his second cousin Lucy Mobley, daughter of Keziah and Colin Mobley.
2. Fanny Mobley married Charles P. Coleman.
3. Joab Mobley
4. Candace Mobley married William Mc Gray
5. Zachariah Mobley
6. William C. Mobley
7. Green B. Mobley
8. Wiley Mobley
