I have never been able to figure out for sure who William's parents were either though Jane's were Francis Walkingshaw and Jean Campbell.

However, William was younger than you thought. As he was only 25 in 1841 and around 39 in 1851 that means he was born sometime between 1812 and 1816 or thereabouts.
