Need help in determining exact location of T22, beat 4, district 17, in the 1910 Bolivar census.

Am trying to find Eddie Williams and wife Mary in the 1920 census, and possibly their son, Melvin Williams, who would have been 23 in 1920. It is possible that they lived in the same location where they lived in 1910. There is no T22 listed as such in the 1920 census.

Did Cleveland have a city directory as early as 1920?

Any help will be greatly appreciated.
