Was Ocle's father Alexander Yates occ. engineer at the coal mines? I found an Ocle yates b NC living with parents Alexander and Sarah and siblings on 1900 PA census.
On this census it says that Alex and Sarah had 9 living children but only 8 are living with them.
Any chance this is the family you are looking for?

1910 census Westmoreland County found
Ocle Yates age 23 b N.C. married for 4 years occ. coal miner.
C???tha wife age 20 b PA
Joshua son age 3 b PA.
