Castle, Cassel, Cassell - birth records of Williamston

I have a general question as well as family question. In general, do birth records for Martin County in the 1900's reside in the court house, or are there any at libraries and historical societies?

I found a birth record of Betty Louise Cassel, born 1942, Williamston, her parents were James & Betty E. Cassel. Does this ring any bells? I'd love to know who James' father was. The Castle family lived in Williamston until at least 1930, obviously later than that. They went by Castle, but later it was often spelled Cassel or Cassell.

Am still hoping to find Artemissa Crawford's connection to this family, too.
