Col. H. N. Howard 39th NCM / Henry Howard blockade runner / New Hanover Co., NC

Seeking help on determing if Col. H. N. Howard is the same Henry Howard that was a blockade runner pilot for the side-wheeled steamer Fannie, which supplied Wilmington, NC. The 39th NC Militia, of which Howard is listed as Col. in April 1861 was designated the 56th NC Militia in a reorganization in Sept. 1861. Howard is not listed on the later muster rolls. It is believed that this same Henry Howard later enlisted in the 18th NC Infantry (Co. A) in Oct. 1864. Any help is appreciated.
