I don't know if you've found an answer to your question, or not, but if you're looking for Otoe County marriage records, you can contact the Morton-James Public Library at 923 1st Corso, Nebraska City, NE 68410 and request that they do a query search for that particular marriage license for you.
They have all of the marriage licenses on microfilm there, and can even print out a copy of the license for you as well. All they ask for is a $5.00 donation for their time and postage fees.
