I see. You will find a specialized society on genealogy at Ulft with e-mail: genealogie@rijn-ijssel.myweb.nl
There was no administration in the Netheralnds in 1799; Napoleon introduced that system in 1811. You will only find information in the BMD-registers. These books are in the archive at Arnhem.
If you like: I can write a Dutch message on a Dutch genealogy board to ask whether someone will see in that archive on Anna Catharina Evers, born 1799 in Ulft, her daughter Margaretha Evers, born 6-4-1821. By the way: is that date 6 of April 1821 (European notation) or 4th of June 1821 (American notation)?
