Hello Carol,
I'm not sure if this is what you want, but I went back further through the census records from 1920 to 1850. The only one I couldn't find was the 1870 one. It looks like Clarence was born in the City of Providence, Providence County, Rhode Island, as his family was living there before he was born. I have begun with the most recent census and worked my way back to the 1850 one.
Parents of Clarence O. Weeden are Otis E. (Sr.) & Mary J. Weeden.
Parents of Otis E. Weeden, Sr. are George F. & Susan L. (Simons) Weeden.
Parents of George F. Weeden are Cezar & Abby Weeden.
January 6, 1920 Census: City of Providence, Ward 4, Providence County, Rhode Island. Clarence and his parents and siblings resided at # 7 Rodney Court.
WEEDEN, OTIS, Head, Age 43, Married, b. Conn., Parents b. Conn., Occupation: Assistant Chemist/Water.
WEEDEN, MARY J., Wife, Age 44, Married, b. Virginia, Parents b. Virginia.
WEEDEN, GEORGE, Son, Single, Age 19, b. Rhode Island, Occupation: Assistant/Laboratory.
WEEDEN, RUTH M., Daughter, Age 17, b. Rhode Island, Occupation: Assistant/Laboratory.
WEEDEN, CLARENCE O., Son, Age 15, b. Rhode Island.
WEEDEN, ESTER M., Daughter, Age 10, b. Rhode Island.

April 16 & 18, 1910 Census: City of Providence, Providence County, Rhode Island. clarence and his parents and siblings resided at # 11 Halton or Halson Street.

June 12, 1880 Census: Griswald, New London County, Connecticut. This is Otis E. Weeden and his parents and siblings. As you noticed on the previous census, one of their sons is named after Otis,Sr.'s father.
WEEDEN, GEORGE F., Age 45, Married, Occupation: Laborer, b. Conn., Parents b. Ireland (Carol, this is most likely a mistake on the part of the enumerator. The enumerator probably understood Ireland when they said Rhode Island. 1850 Census says George F. Weeden's parents were born in Rhode Island).

SIMONS, ELIZA, Age 50, b. Conn. (This is most likely Susan L. Weden's mother, as one of her daughter's on the previous census is named Eliza).
WEDEN, SUSAN L., Age 15, b. Conn.
SIMONS, HANNAH, Age 13, b. Conn. (This is most likely Susan L. Weden's sister).
WEDEN, JANE E. (This would be daughter, ELIZA J. on the 1880 Census. Her name would be ELIZA JANE WEEDEN), Age: Under one year old, b. Conn. Even though Susan L. Weden is only 15, she is George's wife.
1850 Census: Griswald, New London County, Connecticut.
This is George F. Weeden's parents and siblings.
