I personally know nothing about this Judge James Campbell, but I checked out this newspaper site:

There were many James Campbells, but I focused on articles dated in the late 1800s and early 1900s. I found one article talking about this Judge and it said this was undoubtedly the father of Mrs. Tuttle-- nothing further.

I also found an aricle written 1891 refering to some property James Campbell bought in 1845 for $1500.00. It listed his heir, his wife, Sarah (Elliot) Campbell.

I realize this information is not really much of anything, but you may be able to check the site out for yourself and glean enough informatin to confirm one way or another about the relationship.
