You're not wasting time. Before the Internet, genealogical research used to take months, if not years, to do. I'm not saying William Carter wasn't born in Athens, just that NY's vital records don't go back that far. Town clerks here didn't have to keep such records until about 1880, so the only way to prove that William was born in Athens is with his death certificate, obituary and possibly his Civil War pension papers. If his probate papers mention any of his siblings, locating information on them will hopefully confirm and strengthen your case. There are several Carter families in Greene County, NY at an early date, but whether or not they are related to William is unknown at this point.
