Dot, in New York State ALL adoption records are sealed. I have been trying to help a lady who is in her eighties who is a distant cousin, and she has not been able to get any access to her own records in spite of the fact that pretty much everyone related to her has passed on. She managed to get some info through an investigator - don't ask me how when she couldn't even see her own records -- mixed with someeductive reasoning & muc research that let us finally piece her info together.
