In 1920 Percy was an inmate in the Central Islip State Hospital, Islip, Suffolk, NY. He had been there since at least June 1917, when he filed his WWI draft registration.

In 1920, a Zelma Passmore was a roomer in the Arthur BOLIGAN home in Queens. She was 24, bp NJ, both parents bp TN and a school teacher.

On August 27, 1929, Zelma married Raymond SOEHNEL in Queens, NY. Their marriage cert is #3009. She and Raymond both died in NY and Charles in FL, per the SSDI.
