Hi, Queens birth *certificates* for the years 1881-1897 can be found at New York State Department of Health, Vital Records Section
Corning Tower Building/ESP
Albany, NY 12237-0023
Phone (518) 474-3077
http://www.health.state.ny.us/nysdoh/
request forms at
http://www.health.state.ny.us/nysdoh/consumer/vr.htm

The vital records were kept in duplicate for some towns for that period. Birth *registers* were kept by some Queens towns from ca. 1871-1897. If the town in question was part of present day NY City, you can get a transcript from those registers from the NYC Municipal Archives, 31 Chambers Street, Room 103, New York, N.Y. 10007
