Wesley is the ONLY Cooley (soundexed and wildcard) showing up in Broome County. Using the same year of birth shown for Wesley, the only other Cooley's I get up in results that were near the Chenago/Broome/Tioga county area are females.

Charles, Margaret Isaac and Anson are residing here.
I do not immediately find John Underwood/Wesley Cooley on this census.

Since Wesley was a minor at the time of his parent's death, you might be able to find some kind of GUARDIANSHIP papers filed on him either in Broome or Tioga County. Also, if you can track down a name for his parents, or find a Cooley estate in the right time frame, you may be able to find more information through registar's offices or even in deeds if they had owned property or a farm. Guardians of the minor children may have signed such a deed and it should state that they signed as guardian for "..."..
The deeds should show dates of deaths too in order to pass a clear title.
