Your best bet would be to see if Oscar, d. 1869, received an invalid's pension or if Oscar's widow received a widow's pension.
Post this to the Tioga County Mail List (Rootsweb) or on the Tioga County message board at ancestry, and surely someone there will see it with access to that database on Ancestry.com and do a lookup for you (if such hasn't been done already)
If they did get a pension, then you can order the whole file and many times they are a wealth of information.
