I did find information that stated Delbert was born in Vt the son of Alvah Haskins and Rosetta Lamphere, I found Alvah in 1860 Dorset,VT, 1870 Manchester,VT, 1880 Dorset,VT.

1880 D.R. Haskins is in Manchester, VT.

Delbert Haskins 52, Cora 53, md 21 yrs
Jessie 20 dau., Gray 19, son, Esther 13 dau.

1920 Granville
Delbert R 62, Cora E 63, J Esther 23

1860 Hebron, NY
Jesse Sherman 32, Lucinda 35,
Sterling 7, Cora e 3, Daniel 6, Wm A 1

1880 Salem, NY
Jesse 52, Lucinda 55
Wm A 21, Emma 19, Carrie J 18

The info stated that Delbert and Cora were married in Granville 1 Dec 1887. The Granville Town or Village Clerk may have this.

Washington County Archives in Fort Edward, NY has:
Federal census for Washington County 1850-1880
New York census 1835, 1855, 1865, 1875, 1892, 1905, 1915, and 1925.
