The Ohio Historical Society online site has a register of deaths that may be checked,...this is what they have on Samuel Coilley;

COLLEY, Samuel W. Death date: 12/23/1928, Belmont County
Volume #5818, Certificate #71194
You may write to obtain a copy of this certificate, which often contains great gen. info...visit the OHS site for instructions.
The OHS also has Belmont Co newspapers on film, and they may be obtained via interlibrary loan, so as you know the date of death it'd be fairly easy to figure what dates might have contained an obit.
