Have you looked at the 1810 Belmont Co federal Census, to see if you can find him in the household of his parents? He won't be enumerated by name, but age and sex..Gill is unusual enough that there probably wouldn't be many to choose from.
If you also know his death date, have you tried to obtain a death certificate for him? That's a good place to find the name of parents, and also their birth places. Also, with the death date in mind, have you checked for local newspapers wherever it was he died, to see if there is an obit? If Belmont Co, those newspapers are on film and available from the OHS, through inter-library loan...their online site has a listing of the available newspapers.
