I too am having problems with family lines on the Paulding/Van Wert/Putnam County lines. Grover Hill is the area where my grandpa was raised in the very early 1900's. That little village is so close to three county lines, it isn't funny! His spouse (my grandma) was raised JUST across from there in PUTNAM County, so I have double-trouble! I was lucky and ran across a genealogy listing with the surname of Grandpa, and Grandma's line is listed in a Putnam County Bibliography from 1896(?). Who RU looking for? I have the Hipps book "on loan" but I see you already checked there. Is there any chance you line(s) came into Putnam County?
