I have a book that mentions John Stout, who built a grist mill in Riley Twp on Riley Creek in 1835., and laid out the town of Columbia, its name later changed to Pendleton and then Pandora. There’s also an Elisha Stout who built a grist mill in Gilboa, laid out the lots and sold them to early settlers as early as 1830.
