Jessie living with Lo-Pay?

Looking for information on Jessie E. Griggs. 1920 census record Oklahoma, Comanache Co., Cache, District 136, shows him and his family living in Quannah Township with Lo-Pay (Spelling best I can tell) and his son Kelsey. Can anyone tell me who this person is, or why Jessie is living there.
