Just wanted to post a followup. I did make my trip to Jeffersonn County (without knowing who is in charge of each of the cemetaries). However, the Addington and Hastings cemetaries are not that large - so I just walked them until I found the stones I was needing. Both cemetaries are well kept. The Ryan cemetary on the other hand is a very, very large cemetary - also well kept. They were mowing and weedeating the day we were there.
With as much rain as the state has had, I was totally surprised by how well kept the three cemetares are. I managed to find all the headstones I was searching for and got some great photos.
