Normally this brother-in-law would be the wife's brother, However I looked up the family of Solomon C. Clark , in 1860, 70 and 80, but did not find a sister Almira/Sarah the right age. So I will try for the Johnston surname you gave, Perhaps Solomon was William's sister's husband.
