At least there is a birthdate for him. Did you note had he been born 2 days later he would not have had to register? It also tells me he was living in Whichita Falls, TX and here he was living. He generally was with his sister (Ruby Darby) who was a blues singer/vaudeville performer of some reknown of that era in the sw states. He was playing at theh Plaza Theater and she could have been playing there or at any of the many military bases around Wichita Falls. The description matches the two photos I have of him.
