Pennsylvania Divorces-Cleveland Marriage Certificate

I have a marriage certificate issued in Cleveland, OH (1923), with the following notation on it:

"Div. Apr. 7-23 Ins. Ct"

I assume that it reads, in partial, Divorced April 7, 1923....but I have no clue to what the Ins. Ct. refers to. I assume Ct. stands for court. Does anyone have any idea what the Ins. stands for? The original marriage was in Washington County, PA.

Another researcher has a similar notation on a marriage certificate issued, also, in Cleveland, OH (1925), with this notation:

"Div. 14368 Ins. Ct."

There first marriage was in Warren County, PA.

Any assistance in deciphering these notations would be extremely appreciated.
