Athena, thank you for the follow-up post. I agree with your assumptions. The document, however, does not refer to any numbering system. I went to the Cuyahoga County Court and they could not find any record of divorce. Since the record was so close in time to the other record we have found, we can only assume that the same clerk made the notations. In both cases, the couples were married in Pennsylvania. Assuming again, and that is dangerous, both may have been divorced in Pennsylvania. We are just not sure.

Both couples were immigrants and were not naturalized at the time of divorce. We had thought it may refer to the Immigration and Naturalization Service (INS), but that was not established until 1933 and these records were dated 1923-1925.
