Thanks for all of your help I spoke to Leanders Daughter (Aunt Mildred -91!)

And independently of your information she told me the following

Leander had a sister named Elizabeth (or "Dolly")
Their Fathers name was William Pace
Their Mothers name was Hannah Alice Quackenbush

Leander Had Mildred in Tacoma, WA in 1910
Leander Had my Grandfather in Tacoma, WA in 1912

I get the impression in talking to my Aunt mildred that Leander was at least 20 or so when she was born, putting his birth prior to 1890

How Can I access these Census records?
Can I do it from my local library?
It seems as if these records aren't available via the internet without paying big bucks for some genealogy "Membership".
