If you sent for your F-in-L's birth certificate, it should give you his mother's maiden name and both of their ages at the time, which would pin their birth year down to a two-year range.
There are three main lines of Packs we see discussed here; one comes from Samuel, who settled in what is now Monroe County, WV; one stems from George, who settled in Tazewell County VA, many of whose descendants moved to Tennessee; and the third from Jeremiah, in South Carolina, who may have been all or part Cherokee.
