It is highly likely that your "Honorable" is in fact a congressman from LaPorte County, Indiana, post Civil War.
Jasper Packard was a prominent citizen and had reached the rank of at least Colonel during the Civil War. A good source for you is Pat Harris, <wpharris@netnitco.net>, who is an active historian and geneologist in LaPorte County Indiana. I've been trying to make the ties with Jasper Parkard's possible interests in or about Otis, MA both preand post Civil War. He served in congress sometime during the 1865-1875 period, representing his Indiana constituants.
