I think that Palchik could be either a chech or ukrainian (Palchuk) name. I beleive that names ending with "ik" or "yk" are quite common in Chechoslovakia ("T.G Masaryk").If G, Palchik comes from around Prague, it is quite possible that this is separate name that only resembles Palcic. Palchuk sounds very ukrainian. Needles to say - parts of ukraine also belonged to Austria-Hungary.
