Charles, this doesn't appear to tie in at all. My research contacts have found the will you mention, and while there is a reference to a man in Pr. G. Co., MD by the name of Williams, this Elisha Perkins is from Baltimore County, MD and dies in Orange Co., VA. Here is our source:

We do appreciate the suggestion, however, and perhaps we'll find a connection somewhere in the future. But we think we need to focus upon the purchase of a portion of "His Lordship's Kindness" in Pr. G. Co., as that is the earliest record we have for our John Perkins/Parkins/Pirkins.
