Sarah Angeline Peay grave marker

William Franklin Peay (d. 1891) is buried in the Big Muddy Cemetery, Butler Co, Ky. His widow, Sarah Angeline McKinney Peay (d 1923) is buried there also. Can anyone explain why a second marker, on the ground in front of what appears to be an older one, reads "S. A. P. - Wife of W. F. P - Buried By Mistake"?
