The Archives don't have all the records. My husband's great-grandparents were married in Berlin (Kitchener) in 1891, and the only reason I have the record is because I went to the Lutheran Church in Kitchner, and got it myself.

The only RC Church in Woonsocket, which seems to have been active at the time you need, was St. Charles Borromeo. You might want to write to that Church for Peloquin marriages (to Guibeau dite..., and Lavallee) and for the missing baptism for Norbert, if you haven't done that already.
