You can find the marriage record for Phillip Penn and Mary Ann (Polly) Starr at the Illinois Archives online at http://www2.sos.state.il.us/cgi-bin/marriagehttp://www2.sos.state.il.us/cgi-bin/marriage
It shows Phillip Penn and Polly Starr as getting married on Jan 2, 1813.I have not ordered a certified copy yet, but I am sure that this is them.Polly is a common nickname for Mary, and the date fits.
The 1860 Illinois Census for St. Clair County shows:
