I believe that his name was Thomas M., not Thomas W. as he appears in the 1910, 1920 and 1930 census as Thomas M. and his wife appears in those same censuses as Nancy in 1919 and 1930 but as mary jane in the 1920 one. In 1920 they list a Lula M., b. ca 1914 (this is probably the mae you cite.)
In Union Co in 1900 there is a family of Virdil A. Phillips (maybe supposed to be Virgil?) age 47 with wife Mary A., age 52 with son Thomas M, born Feb. 1879 and daughter Minnie B. age 15. Ia ssume this is your Thomas with parents and sister.

In the 1930 the Thomas & Family was living in Union Co. In 1920 in White Co. In 1910 in Lumkin Co and in 1900 Union Co. Note that Lumpkin and White Cos. both lie adjancent to Union so not a lot of distance involved.

In 1930 Arthur, with wife Millie and daughter Eunice was living next door to Thomas & Nancy and the kids that you named.
