Some of the Phipps families of NC left around the time you mentioned - around 1811 or so - and headed west, along with associated families with names like Toliver, Reeves, Spurlin, and Burton.A number of them who are closely related to my Ashe County, NC/Owen County, IN line ended up in Lawrence County, Indiana around that time.
Edward Bonney, in his 1845 book BANDITTI OF THE PRAIRIE, discusses people in my Phipps and Long lines in Owen County, Indiana, but makes it clear at one point in the book that they had relatives elsewhere in Indiana, in what he calls "Spice Valley."Spice Valley was in Lawrence County.
Other Phipps families left western NC in the early 1830s, around 1833-34. I don't believe that the Phipps families of western North Carolina were melungeon per se, but they clearly were surrounded by melungeons and intermarried with them.Around the time that this second migration left North Carolina in the 1830s (again, along with associated families) was exactly the same time that political and social pressure was being put on melungeons. A number of people believed that melungeons should not be allowed to vote, and evidently there was some talk of trying to take their land.
This is a controversial matter. Some today deny that the Phipps families were associated in any way with melungeons, and others deny that any political pressure was ever put on melungeons.If, however, you look through newspaper databases in the first half of the 1830s for discussions about proposed changes in the state constitutions of North Carolina and Tennessee, you will find that it was a big issue.In fact, once a new constitution was passed in Tennesseee, the melungeons were disenfranchised. Just before that, there was widespread discussion about the supposed "merits" of denying basic rights to people who could not be demonstrated as being entirely "white," who perhaps had partial Native American or African or Asian ancestry.
