What is it that you're wanting to know? Sounds like you already know the parents names, Tal or Tol Phipps and Celia ("Cealy") Wilburn. What else are you looking for?
You have them in the 1900 census in Knox County, I assume, which lists them as Talbard or Tolbard Phipps and his wife Celia, and you said you have the daughter's death certificate that refers to them as Tal or Tol Phipps and his wife Celia, so I don't understand what it is that you're still wanting to document. You've posted multiple queries here and elsewhere asking for documentation, but it sounds like you already have documentation.
