Pico/Janssens family connection

My grandfather was Rudolf Janssens. He was born around 1906. His parents died in a buggy accedent when he was 2 years old. He and his brothers and maybe a sister were taken in by the Pico family. They lived on what is now the Ronald Regan Ranch. I am trying to find out how my grandfather was related to the Pico family. Most of my grandfathers siblings took the Pico last name. For some reason my grandfather kept the Janssens last name. I know that my grandfather mothers maiden name was Lopez.
