I am not sure how this may help but my wife's maiden name is Pieper and in searching her roots we found in the 1900 Census her Great Grandfather was John Pieper m. Fridericka Pieper (no maiden name) in Germany and had two sons there, George b. 1876 and Frank b. 1879. They all came to USA and settled in Pittsburgh, PA where by the time of the 1900 census they had three more children, John b. 1885 (my wife's Grandfather), Delia b. 1886, and Annie (Anna) b. 1891. Delia was born in Ohio but don't know the city. Since Anna was Frank's sister and Frank was born in Germany I figured there may be a connection. Hope this sheds some light.
