I was so excited to see your posting because I have had the same frustration about these Plumley's. Unfortunately, I don't think we have the same Samuel M. Plumley. Mine was born 30 Jan 1839 in Mercer Co., NJ. as/ a family Bible. He moved to DC between 1860 and 1870. However, here is a thought, I know that Samuel M.'s father was Benjamin F., born 1815. Your Samuel M. could be a brother being born in 1813. These family names are similar. If so, his father would be John Plumley b. 1778 NJ-d.1863 NJ. This is where I am stuck!
Have you looked in VA & WVA? I always think families with the "Plumlee" spelling probably originated from there as opposed to "Plumly"-PA or New Eng. and "Plumley" New Eng. Of course, there are exceptions.
I'll let you know if I run across a Samuel M. born @1813 in my research.
