Wendy,
About 85 % of immigrants came thru' Ellis Island and 15% thru' Baltimore. Most of the Ellis Island ship manifests were written in longhand and can be difficult to read. The indexes that the site operates on were created by folks who didn't always read the names properly. So, there are a lot of incorrect spellings and it may take some imagination to find any particular name.
Naturalizations had to be done in person at a federal facility so the records are somewhere near to where the people lived. And, since Chicago has a Regional National Archives Branch, that's where the records would most likely be.
In the 1930 census it should indicate if the person was AL (alien), NA (naturalized).
