Hi Ron,
At the time that Wawrzyn/Lawrence Buczek immigrated to the U.S., there was no Poland as we know it today. The land was partitioned (divided) and ruled by three (3) countries: Germany-Poland, Russia-Poland and Austria-Poland.
Here is a primer on the partitions of Poland.

Lawrence was from the Austria-Poland partition of Poland. In the primer open the “1882 Map of Galicia”.Locate SANOK which is on the map below and between the “L” and “I” in Galicia. That is approximately where Lawrence Buczek is from.
After WW I, Poland was again recognized as a sovereign country and the 1920 and 1930 U.S. census reflect that fact.
I do not think that some of the records for Lawrence Buczek that you are seeking ever existed.I do not think that our Polish ancestors were ever issued German/Russian/Austrian passports for their travel to the U.S.I can’t recall my ancestors having them.Maybe someone on this Forum can answer that question.
I know that there are no centralized digitized Polish vital records. All of the Polish birth, marriage and deaths were recorded by the local church. To do any research in Poland, you need to know the EXACT location and religion where your ancestors were born married and died. The EXACT ancestral home must be determined from U.S. records before you cross the Ocean to do further research in Poland.
The U.S. documents that have specific information about our ancestors’ homes are their immigration, naturalization, Social Security, local government and family church records.
Best regards,
Norbert
