Hi Charlie,
Following the invaluable help of our forum friend Norbert, here are my thoughts and big supposition:
FAMILY NAMES
1. Nettie Seitz - in Russia/Poland as Jacba - Jadwiga Zajac (fully in Polish as Zając - a with diacritical mark under the letter), and her family in Russia/Poland as Zajac (Zając), Zając was popular amongst Polish Jews.
2. Paul Canter - Pawel? (Paweł) Kantor, and his family in Russia/Poland as Kantor, and Kantor was popular amongst Polish Jews.
FAMILY PLACES
1. Bialystok and area in old Russia/Poland, now located in NE Poland as the capital of the province.
2. "Welkewisk" might be Wilkowyski - Wylkowyski, located nearly Bialystok in old Russia/Poland, now located in Lithuania under the name Vilkaviskis, Jews were living in this area in the 14th century, and a synagogue was built at the beginning of the 16th, the town was an enormous trade center, interesting is that Leonard Cohen's Great-Grandfather came from this Wylkowyski.

You can start search their birth certificates and all family records with some Polish and Lithuanian archives, but let's check what have FHL/LDS microfilms that can be ordered by you from their centre in Salt Lake City:
1. Bialystok:
Jewish Records are avaialable from years 1835-1939, here are microfilms detailed numbers:

2. Wylkowyski:
Search different names with their search engine:

or contact Lithuanian State Archive:

Do hope this would be Bialystok and Wylkowyski,
Good luck!
