I to am a Pulver. Spelling also could have been Pulfer. There are a number of other spelling types we (my dad) have come across. I have not heard of the town in Germany before, but the Pulvers did migrate from Germany in early 1700's. They were palatines and were exscaping from religious tyeriany(sp). Our records show them going into up state N.Y. There is a place there called Pulvers corners. I am sure I am related some how to the Pulvers you are inquiring about.
