There are several sources for this info--such as
"The Palatine Families of NY.", Hank Jones
and Dutch Ref Chur Records of Rotterdam

The Pulvers are from Weid, Germany, which is part of the Palatinate--so the immigrints of 1709 were the Palatines--They left there home and traveled to Amsterdam--then to Rotterdam to wait for the ships to take them first, to England , them to America---during this time
in holland or now the Netherlands--there were Births, Marriages,and deaths --all recorded by the Dut Ref Ch in Rotterdam and the British Govn--

So this is the Dutch connection--
