John Thomas Pyron 1940 TN

My great grandfather was treated in April 1940 at a VA Hospital in Washington DC. The hospital has been torn down. I contacted the VA directly to try to get a copy of his medical records. They told me I had to have his social security number and his file number. What is a file number and did they use SS numbers back then? If they did, how would I get his? His name is John Thomas Pyron. He lived in Unicoi TN when he was at the VA. He was treated for cancer because the doctors told him Mt Alto Veterans Hospital was the best place for him to be.
