Rolin was married in Tennessee in 1809 and as far as I can tell never returned to VA. This would make it unlikely that your Levi is his son. As far as being a sibling, I don't have anything that would suggest a relationship.
There are a couple other Qualls families that were in Virginia at that time so there is a good chance you may find Levi connected there. Good luck!
