Hello Sheila,
I think there may have been a Lillie F. Ragan in Williamsburg County/District. I am not sure of the time frame she may have been there. I have seen William Ragan's Estate papers and it lists his slaves by name. I do remember their being a lot of them. I saw it when I was at the Archives in Columbia. I hope this will help you.
