Rapp(s)/ Niagara-1812

My gt grandmother was Eliza Jane Stuart.,b1827, d1889 in Osnabruck On. Her mother was said to be a Rapp, and the daughter of the Consul at Niagara, 1812-1819. Ms Rapp married a Forsythe who died and she married a Dr. Stuart, probably in Ontario. Her name also is connected to Kerns/Caines. She had a brother who was involved with the New Orleans Picayune. (maybe 1830+/-)
Information is from a letter dated 1929, written by Eliza Jane's oldest son to my uncle.
My searches in New Orleans, Niagara, Ontario have not confirmed anything. Has anyone a suggestion.
